Placer County Sheriff Public Information Officer Dena Erwin says 19 year-old Noah Phippen of Penryn was arrested in Roseville Friday night after he was approached by a 20 year-old decoy from the state Department of Alcoholic Beverage Control.
The deal was made and then came the arrest.
